Move hotkey/input handling from `CMenus` to `CUI`. Using the `ConsumeHotkey` method ensures that each hotkey is only handled once. By also handling the mouse scroll wheel as hotkeys, this fixes the scroll keys activating scroll regions while the controls binder is active.
